Functions and Objectives of
Dutch Joe Headquarters Ranch

The Dutch Joe Headquarters Ranch (DJHR) is owned by REB Properties, LLC, a limited liability company owned entirely by Richard E. Bunger. The DJR is the base property for the U.S. Forest Service Wallace Grazing Allotment. In addition to the DJHR, REB Properties, LLC owns the adjacent Hart Canyon Ranch; a 40-acre site located approximately one-mile southwest of the DJHR. The 160-acre Babbitt Ranch, located approximately 10-miles north of the DJHR is also owned by REB Properties, LLC. Collectively, these properties and the Wallace Grazing Allotment are called the “Dutch Joe Headquarters Ranch,” or also called the “DJHR.” Please see following map of the DJHR and the map of the Wallace Grazing Allotment.

REB Properties, LLC operates the Dutch Joe Headquarters Ranch as an operating cattle ranch, a mining sand and gravel operation, a fish raising enterprise (also called aquaculture), and a tree raising enterprise (also called silviculture) on the DJHR. There are five fish raising lakes and a cell repeater tower, plus a 75,000 sq. ft. barn, maintenance shop and employee bunkhouses, plus seven houses for use by Ranch employees and the Bunger Family.

The Dutch Joe Headquarters Ranch is being operated under the exemptions listed in Arizona Revised Statutes Chapters 11-830 and 11-865 as an operating agriculture, mining and forestry enterprise exempt from county zoning and building codes. See the following applicable state statutes:

ARS 11-830. Restriction on regulation; exceptions; aggregate mining regulation; definitions
A. Nothing contained in any ordinance authorized by this chapter shall:
2. Prevent, restrict or otherwise regulate the use or occupation of land or improvements for railroad, mining, metallurgical, grazing or general agricultural purposes, if the tract concerned is five or more contiguous commercial acres. For the purposes of this paragraph, "mining" has the same meaning prescribed in section 27-301.

ARS 11-865. Exemptions; exception
A. The provisions of this article shall not be construed to apply to:
1. Construction or operation incidental to construction and repair to irrigation and drainage ditches or appurtenances thereto, of regularly constituted districts or reclamation districts, or to farming, dairying, agriculture, viticulture, horticulture or stock or poultry raising, or clearing or other work upon land in rural areas for fire prevention purposes.

The Dutch Joe Headquarters Ranch has adopted the same ICC Building Codes approved by Coconino County, and all building inspections are to be performed by certified personnel.

The Dutch Joe Headquarters Ranch, the Wallace Grazing Allotment, the Hart Canyon Property and the Babbitt Winter Ranch are operated separately and independent from the Estates at Dutch Joe Ranch and the Mogollon Mountain Ranch.
